Constitution
Article I
Name

Section 1: The name of this organization shall be the Kansas Association of Teachers of Science (KATS)

Article II
Affiliation

Section 1: The Kansas Association of Teachers of Science (KATS) is an affiliate of the National Science Teachers Association. However, membership in KATS does not constitute membership in NSTA, nor does membership in NSTA constitute membership in KATS.

Article III
Purposes

Section 1: The purpose of Kansas Association of Teachers of Science shall be the advancement, stimulation, extension, improvement, and coordination of science teaching in all fields of science at all educational levels.

Article IV
Membership

Section 1: Membership is available to those actively engaged in the teaching of science and those interested in science education.

Section 2: The eligibility and classification of members shall be defined in the Bylaws.

Article V
Organization and Officers

Section 1: The Kansas Association of Teachers of Science shall be governed by a Board of Directors consisting of the elected officers, immediate Past President, and eighteen regional representatives, as designated in the Bylaws.

Section 2: The officers of the Kansas Association of Teachers of Science shall be a President, a President Elect, Vice President, a Secretary, and a Treasurer. These officers shall constitute the Executive Committee.

Section 3: The powers and duties of officers and directors, together with the method of their election, shall be as prescribed in the Bylaws.

Article VI
Quorum

Section 1: A majority of the members of the Executive Committee and five other voting members of the Board of Directors shall constitute a quorum of the body.

Section 2: One-fourth of the membership shall constitute a quorum of that body.

Article VII
Amendments

Section 1: Suggestions for amendments to the Constitution may originate in the Board of Directors or may be sent by any member of the organization to the Board.

Section 2: A proposed amendment or revision of the Constitution and/or Bylaws, if approved by the Board of Directors of the Kansas Association of Teachers of Science, shall be submitted to the membership for adoption or rejection. The method to be used is outlined in the Bylaws.

Bylaws
Article I
Name

Section 1: The name of this organization shall be the Kansas Association of Teachers of Science.

Article II
Purposes

Section 1: The purpose of the Kansas Association of Teachers of Science shall be the advancement, stimulation, extension, improvement, and coordination of science teaching in all fields of science at all educational levels.

Article III
Membership

Section 1: Regular membership shall consist of those actively engaged or interested in the teaching of science, and who have paid dues for the current year.

Section 2: Student membership shall consist of those college undergraduate or full time students interested in the teaching of science, and who have paid dues for the current year.

Section 3: Retired membership shall consist of those presently retired from education, and who have paid dues for the current year.

Article IV
Board of Directors

Section 1: The officers elected by the membership at large, of the organization shall be a President, a President Elect, a Vice President, a Secretary, and a Treasurer, designated as the Executive Committee.

Section 2: There shall be eighteen Regional Representatives elected for three-year terms, three from each of the six regions of Kansas, as described in the Bylaws and elected by the membership.

Six of the eighteen Regional Representatives shall be elected for three year terms each year at the spring meeting by the membership of their respective regions. Election of the total number of Representatives (18) shall be as follows:

  1. In each region, the Elementary (grades K-6), Secondary (grades 7-12), and College levels of instruction are to be represented;
  2. Two-thirds of the Representatives from each region shall be incumbent from the previous year;
  3. Representatives of any one level of instruction shall be rotated by regions, with no more than two of any level being elected in any one year.

Specific election rotation procedure shall comply with the following schedule, beginning with Schedule 1 in the Spring of 1978.

The President is empowered to fill any unexpired terms through appointment with the approval of the Executive Committee.

Section 3: Regular members in good standing shall be eligible for positions on the Board of Directors.

Section 4: The immediate Past President shall serve a one year term on the Board of Directors.

Section 5: The elected officers, immediate Past President, eighteen elected Regional Representatives, and the following appointees: Publications Editor, Membership Chairperson, KATS Kamp Registration Chairperson, and KSDE Liaison shall constitute the Board of Directors.

Section 6: Appointed members to the Board of Directors shall be non-voting members.

Article V
Duties of Board of Directors

Section 1: Except as otherwise provided in the Bylaws, the Duties of the various officers shall be those which are outlined in the KATS Policy Book.

Section 2: In the event of the death, resignation, or incapacity of an elected officer of the Association, the Executive Committee will recommend a replacement to fill the unexpired term, subject to ratification by the Board of Directors. For a recommended succession procedure, refer to the Policy Book.

Section 3: The President shall preside at all business meetings and all meetings of the Executive Committee and the Board of Directors. The President shall appoint the Publications Editor and Membership Chairperson subject to the ratification of the Executive Committee.

Section 4: The President Elect shall perform the duties of the President in his/ her absence and shall serve as Program Chairperson of the Spring KATS Kamp.

Section 5:The Vice-President will serve as Exhibits Chair for KATS Kamp and be responsible for the recruitment, organization and management of the exhibits. The Vice-President is next in line to the Presidency following the President-Elect.

Section 6:The Secretary shall keep a correct record of the proceedings of the organization, the Executive Committee, and of the Board of Directors.

Section 7: The Treasurer shall have charge of all monies of the organization and shall submit an annual report for audit by the Executive Committee.

Section 8: The Publications Editor shall compile and collect all the information to be included in the KATS News as well as establish the publication dates for the newsletter. The publications editor will also distribute information relevant to science teachers through the KATS Listserv.

Section 9: The Membership Chairperson shall collect dues and maintain an accurate listing of the current membership.

Section 10: The Office Consultant shall be in charge of the conference registration, housing accommodations, meal counts, and name tags. The office consultant shall turn all monies over to the treasurer, and all membership information over to the membership chairperson. The office consultant shall report directly to the KATS President.

Section 11: The Regional Representatives shall attend meetings of the Board of Directors representing their respective region and level. They shall also be responsible for membership recruitment and promotion of KATS activities.

Section 12: The Board of Directors shall transact the business, plan the overall program for the year, make recommendations regarding proposed amendments to the Bylaws, and devise and carry out measures for growth and welfare of the organization. The Vice President shall assist the President Elect in preparing the KATS Kamp program and serve as Exhibits Chair for KATS Kamp.

Section 13: The Executive Committee shall have power to act for the Board of Directors and ratify all appointments.

Article VI
Nominations and Elections

Section 1: A Nominating Committee shall be appointed by the President to prepare and present a slate of nominees to the Board of Directors prior to the spring meeting when officers and Regional Representatives are to be elected. The immediate Past-President will chair the Nominations Committee. Nominations may also be made from the floor of the general meeting.

Section 2: Election of the officers and six Regional Representatives shall be by ballot.

Section 3: All officers shall hold office for one year.

Section 4: With the exceptions of the Treasurer and secretary, it is suggested that no officer or Regional Representative shall hold the same office for more than two consecutive terms.

Section 5: The new officers and Regional Representatives shall be installed during the Spring KATS Kamp Board Meeting.

Article VII
Meetings

Section 1: There shall be a minimum of one meeting of the Kansas Association of Teachers of Science each year.

Section 2: Additional special meetings may be scheduled by the Board of Directors if a need arises.

Article VIII
Dues

Section 1: The annual dues shall be established by the Board of Directors, and shall be payable prior to or at the Spring Conference.

Article IX
Fiscal Year

Section 1: The fiscal year of this organization shall begin on January 1 and end on December 31 of each year.

Article X
Amendments

Section 1: These Bylaws and/or Constitution may be amended or revised by a two-thirds vote of the members present at any regular meeting, provided a copy of the proposed changes are sent to each member at least ten days before they are to be voted upon.

Section 2: These Bylaws may be amended at any meeting without previous notice by a majority vote of the total membership.

Article XI
Parliamentary Authority

Section 1: In all questions of Parliamentary Law covered by the Constitution and Bylaws, Robert's Rules of Order, Revised, shall prevail.
